Job Title: Director of Finance

Salary Range: $122,834 - $144,912

Reports to: Superintendent

Job Summary:

The Director of Finance provides overall management and coordination of the district’s finances, budget, and an annual audit to assure the financial well-being of the district and to efficiently and effectively provide for the district education programs with available resources. As a member of the Superintendent’s Cabinet, the Director of Finance assists the Superintendent in the overall financial direction of the district to include review and formulation of recommendations for new and revised district financial policies and administrative regulations. The work of this position is guided by and must be in compliance with federal and state law, accounting principles, state auditor requirements, federal grant regulations, operational direction of the Superintendent, the policy direction of the School Board, and compliance with state and local regulatory agencies.

Essential Job Functions:

Financial Planning:

  • Provides Finance Department leadership and direction in the development of short and long-range plans. Gathers, interprets, and prepares data for financial and enrollment projections, reports, and recommendations for financial and capital improvement planning.
  • Assures accurate and timely budget development by directing the district-wide budget process and preparing the recommended budget under the direction of the Superintendent.
  • Provides leadership to schools and departments in developing and managing budgets to include grant funds.
  • Oversees cash, treasury, and investment management programs, debt issuances, and capital project financial management. Responsible for bond issuance and debt service management ensuring continuing disclosure requirements are met.

Finance Administration

  • Oversees the effective and professional business operations of the finance department by assuring sound policies, regulations, and internal control procedures are established and followed.
  • Provides direction and coordination of the annual district audit and the preparation of the Comprehensive Annual Financial Report (CAFR). Submits CAFR for annual GFOA and ASBO awards for review and recognition of appropriate financial practices.
  • Assures that contracts entered into by the district are administered properly and protects the interests of the district.
  • Manages a system of timely, effective, financial reporting by directing the preparation of accurate and timely financial reports.
  • Serves as the District Purchasing Manager. Examines and approves purchase orders and contracts. Issues RFP’s and invitations to bid, reviews bids, and makes an award. Develops and updates policies, administrative regulations, and procedures for district purchasing.

Operations

  • Serves as a district-wide leader, including implementing the district plan, providing coordination and support for district projects, and advising and supporting the Superintendent. Attends all School Board meetings.
  • Supervises and directs the District’s accounting department, including payroll, accounts receivable, accounts payable, accounting supervisor, and financial analyst.
  • Prepares monthly financial reports and related updates to the Superintendent, School Board, and Fiscal Subcommittee.
  • Partners with the Human Resources Director to provide leadership during bargaining through professional conduct, effective communication with the Superintendent and Board, collaborative teamwork with the district’s bargaining team and legal counsel, and gathering and analyzing data including cost estimates, expenditures and resources for a multi year assessment to reach an agreement with employee group associations.
  • Works closely with Human Resources and other departments to integrate systems effectively with regard to financial matters.
  • Works with the HR Director and agents of record to obtain coverage for the district’s insurance needs including property, liability, workers compensation, and employee benefits.
  • Oversees student enrollment projections and reviews quarterly and annual ADM submission to ODE.
  • Calculates and forecasts enrollment growth for the district.
  • Supervises all state and federal reporting which affect the district’s financial condition.
  • Prompt and regular attendance is required.

Community Relations

  • Works closely with the School Board and Budget Committee to provide adequate background needed on financial matters in order to support sound financial practices and decisions, and to provide the best possible educational services with the available resources.
  • Contributes to positive community relations by interpreting and communicating financial information to staff and community.
  • Participates in at least one community civic club.
  • May be appointed to district task force or committees as needed.

Other Job Functions:

  • Provides training for building administrators and secretarial staff as needed related to financial tasks and practices.
  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
  • Participates in various meetings and professional development activities for the purpose of sharing information and/or improving one's skills/knowledge.
  • Performs other duties as assigned by the Superintendent.

Education and Experience:

Bachelor’s degree in accounting, finance, business or a closely related field, and a minimum of five (5) years of progressively responsible municipal finance work experience. A Masters’ degree in business administration, accounting or a closely related field is preferred. Licensed as a CPA is highly preferred.

Necessary Knowledge, Skills, and Abilities:

  • Demonstrated sound judgment, initiative, enthusiasm, leadership, self-confidence, resourcefulness, adaptability, emotional maturity and social competency, and dedication to duty.
  • Proven public sector OR a combination of public and private sector financial analysis and management skills that are at a level that would require limited job orientation.
  • Knowledge of principles and practices of public sector purchasing, pertinent District, state, and federal procurement laws, rules and regulations, and public contract administration.
  • Minimum five (5) years direct supervision of exempt and non-exempt personnel. Demonstrated success motivating managerial staff while they plan, assign, direct, and monitor the work of subordinates. Effective leadership and interpersonal skills.
  • Excellent communication skills. Demonstrated skills in organizing ideas and presenting them with clarity and conciseness. Ability to present information and respond to questions in a manner that builds trust. Ability to read and understand, and communicate effectively in English, both orally and in writing.
  • Demonstrated experience working collaboratively and cooperatively with District divisional managers, outside agencies, and unions, establishing and maintaining working relationships based on mutual confidence and respect. Ability to influence behavior, motivate, and work well with other departments and schools, modeling the highest ethical standards.
  • Ability to perform duties and responsibilities in a manner which reflects strong professional judgment. Ability to perform duties in conformance with high ethical standards and integrity.
  • Considerable knowledge of governmental accounting theory, principles, and practices; internal control procedures and management information systems; office automation and computerized financial applications; public finance and fiscal planning; payroll and accounts payable functions; budgetary and debt financing.
  • Knowledge of and ability to operate a personal computer and standard office software applications in addition to any specialized software necessary for the performance of job duties. Expert knowledge in Excel, and experience with a variety of accounting programs necessary. Experience working with K-12 finance software is highly preferred. Computer skills to include use of word processing programs, database programs and the Google Suite of products.
  • Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately and prepare and analyze complex financial reports.
  • Ability to work cooperatively and harmoniously as a team member.
  • Maintains confidential information and the privacy of District staff, students, and families.
  • Ability to work with a diverse population.
  • Ability to respect confidential information.
