Position Purpose
Reporting to the Purchasing Manager, this position is responsible for the planning, coordinating and evaluation of activities associated with the assigned contracts; participate in research and evaluation of proposed contractual obligations and agreements; assist in contract negotiations and administration, while monitoring compliance with applicable contractual agreements. This role will Coordinate and collaborate with departments, divisions and outside agencies; provide information and serves as a resource.
Major Tasks, Responsibilities & Key Accountabilities
  • Ensures company compliance with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
  • Responsible for the development, implementation and/or enforcement of ITAR and Export Controls throughout Purchasing department and supply chain
  • Develop processes and enforce compliance for assigned functions including but not limited to operations, programs, department, and/or division
  • Assist and support internal staff by answering questions and responding to compliance related requests and identification and use of form and contracts
  • Develop a method and strategy for the purchasing of parts, attachments, kits, etc.
  • Prepare and review contracts including but not limited to vendor agreements, confidentiality agreements, articles, government vendor agreements, amendments and leases.
  • Maintain continued professional and technical knowledge and understanding in local, state and federal requirements
  • Provide assistance in resolving operational and administration issues; identify issues and conduct research to find alternative solutions; make and assist in the implementation of recommendations.
  • Coordinate, implement, and monitor special projects within assigned area of responsibility; perform complex research and analysis of new programs, services, policies, and procedures; prepare and present reports.
  • Responsible for major projects negotiating, contracting and purchasing materials, equipment, supplies and/or services from vendors classifieds as MRO (Maintenance, Repair and Operations)
  • Research requirements (technical, commercial and volume), compile supplier bid lists, compile bid packages, solicit offers, negotiate contract terms, nominate vendors and issue Purchase Orders and Agreements
  • Monitor supplier adherence to timing and cost objective, and ensure compliance with Purchase Orders and Agreements
Nature & Scope
The position is stationed out of JCB Inc. in Savannah but requires up to 25% travel to domestic and international supplier locations. The incumbent is required to maintain a valid passport at all times.

Minimum Qualifications
Must pass any drug screens, background checks and applicable pre-employments tests
A Bachelor’s Degree in Business or related field

Knowledge, Skills, Abilities & Competencies
  • Proficient in Microsoft Office applications and ERP Purchasing system (preferably SAP)
  • Demonstrated ability to delegate and manage tasks issued to independent reports such as suppliers and cross functional team members
  • Effective verbal and written communication skills with all levels of management and strong relationship building
  • High level of attention to detail
  • Skilled in project management, reporting and presenting information, and statistical analysis
  • Skillful in negotiations and conflict resolution
  • Auditing adherence to statutory regulations and reporting compliance to legislation
  • Proficient at writing and developing concise procedures, terms and conditions and familiar with a variety of standard industry formats such as but not limited to: procedures; flow-charts, and; value stream mapping
  • Knowledgeable of all relevant statutory regulations, including, but not limited to: UCC; FAR; DFAR, and; SBA

  • Both office environment and occasionally manufacturing/factory environment

  • The employee must frequently lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.
