There are 3 ways to be eligible for this position:

1) Brand new to New York State employment- If you do not hold or have held any NYS Civil Service Administrative titles, then you would qualify for this position through a full-time, temporary appointment. You would have a 1-year appointment duration, with the likely possibility of extension. We anticipate the position lasting through 2026 or until a new NYS Civil Service exam is offered for this title. Position is eligible for NYS health insurance, Vision/Dental insurance through CSEA union, NYS retirement, and paid time off; including holidays.

2) Current employee of New York State- If you hold or have held specific administrative NYS Civil Service titles, then you could qualify for a full-time PROVISIONAL appointment in this title. You must be a qualified employee of New York State, currently serving in or having served in a clerical title such as an office assistant; allocated to Grade 6 or higher, for at least one year. Provisional appts. are eligible for NYS health insurance, Vision/Dental insurance through the CSEA union, NYS retirement, and paid time off; including holidays.

Since this is a promotional Civil Service title, to be appointed permanently (vs. temporary or provisional) in the future, one must take and be reachable (score in the top 3 scores) on the next NYS Civil Service exam that matches this title. Failure to be reachable within 60 days of the exam list establishment date would return you to your prior title in NYS employment.

3) Current employee of New York State- To be appointed on a PERMANENT basis to this title, you must hold or have held the title of Office Assistant 2 (Calculations) on a permanent basis or be reachable on the full-time NYS Civil Service list and respond to a canvass letter that will be sent to people on the eligible list. You may also qualify if you are permanent in one of the other Office Assistant 2 titles, Library Clerk 2 or Administrative Assistant 1.

Duties Description

Summary: Primarily responsible for coordinating the billing of tuition, broad-based fees, program fees, and international health insurance of all international students and those participating in a study abroad experience. Post and reconcile all IFR deposits.
Process all student aid refund checks and monitor stale dated checks. Assist in the reply to all student and parent requests for information received by phone, email or in person while maintaining required confidentiality.

Responsibilities:
1. Independently manage the office’s billing process for all international students, Cortland students studying broad (through Cortland or another SUNY), and students from other universities studying abroad on a Cortland program.
a. Ensure students are coded correctly in order for accurate tuition and fee assessment prior to semester billing
b. Work with International Programs Office to accurately assess program fees prior to semester billing.
c. Enroll students, visiting professors and Cortland staff in international insurance plan (as applicable). Post charges to accounts prior to semester billing.
2. Process all IFR deposits, both those forwarded by other campus offices and those processed online through the university’s e-store vendor.
a. Keep and file accurate records of all transactions
b. Communicate with other offices as needed
3. Process all student refund checks.
a. Compare all printed checks to daily “refunds with hold” reports to ensure checks are not released in error.
b. Organize self-addressed envelopes and “blue cards” from students expecting a refund and mail such checks as they are printed
c. Work with Director and accounting to identify stale dated checks and maintain/update a spreadsheet of all such checks.
i. Mail out reminders as needed
4. Assist with replying to all student and parent requests for information while ensuring required confidentiality.
a. Equally share telephone duties by answering all inquiries from students, parents and third parties in a professional, customer-friendly and efficient manner.
b. Share in the responsibilities of front counter work (assist guests who walk in to the office).
c. Process payments as required and balance a cash drawer at the end of each shift.
5. Perform back up duties as needed.
